Entre revolução política e evolução social: uma história do conceito de democracia (Portugal, século XIX)

Resumen: Este estudo usa fontes portuguesas para esboçar a história do conceito de democracia no século XIX. Inicialmente, democracia tem dois sentidos: uma forma de governo em que a maioria popular prepondera; a população sem estatuto nobre ou eclesiástico e a sua representação política (tal como no caso de aristocracia). É a partir deste último sentido que democracia é usada para referir um dos elementos do regime constitucional, entendido como um "regime misto". Na década de 1830, a esquerda liberal propõe-se realizar a democracia através do sufrágio universal e da supremacia do parlamento, e é acusada pela direita de provocar um desequilíbrio constitucional, negando o liberalismo. A partir da década de 1850, democracia deixa de estar associada à revolução política para passar a estar identificada com a evolução social, que os governos tentam acelerar através de investimento público em infraestruturas e educação. Democracia começa a ser identificada com liberalismo.

Abstract: This article uses Portuguese sources to sketch a history of the concept of democracy in the 19th century. Initially, democracy seems to have had two meanings: on one hand, it referred to a form of government where the majority prevails; on the other hand, it described those who are not clerics or nobles and their political representation (as was the case with the aristocracy). In this latter sense, democracy was conceived as one of the elements of a properly balanced constitutional regime. In the 1830s, the liberal left proposed to achieve democracy via universal suffrage and the concentration of power in parliament, and it was accused by the right of destroying the constitutional equilibrium and of jeopardizing the liberal project. From the 1850s, democracy was identified with social evolution rather than with political revolution. Governments tried to stimulate it through public investment in infra-structures and education. Thus conceived, democracy was identified with liberalism.
