Abstract

The passing of Law 5/2011 of March 29th regarding Social Economy has been of great significance and its effects must be conveyed to the Autonomous Communities. The nature of basic regulation acquired by the Law is an essential component in favour of the legal coordination and concurrence of central and autonomous administration. Furthermore, the limited legal text and its lack of specificity, particularly as far as measures regarding promotion and encouragement are concerned may be supplemented by its application and autonomous development. The Basque Autonomous Community is also concerned and, consequently, important measures have been taken in parliament. This article endeavours to tackle some of the most burning and urgent issues as well as making a modest proposal.
