Innovaciones sociales en materia de vivienda y Economía Social: reflexiones desde el Derecho Financiero y Tributario

Abstract
The right to adequate housing is one of the social rights that poses major problems in today's society, and for many people more than a right is a chimera. The need to find solutions that contribute to its effectiveness, and also to make an intellectual effort on the importance of the law, more specifically the Financial Law, are compelling, in encouraging social innovations that help to one of the basic conditions for human dignity, the availability of a dwelling, was fulfilled in due form. On this basis, we intend to consider on the role of the social economy as active subject of social innovations related to housing, and mainly on the recognition that such activity must obtain from the perspective of income and public spending. We understand the need for a public policy, especially tax policy, which keep in mind that along with public actions in housing, the solutions provided by the Social Economy to the housing problem result in the welfare of a large number of people. The social innovations related to the financing of the Social Economy, with particular attention to the so called crowdfunding, are also analyzed.
