The French SSE before the Pacte act: pollination or dilution?

Abstract

In 2019, France passed the Pacte act, which affects the SSE by creating «companies with a mission» and making the certificate of «social utility» more available. The sector, proclaiming its independence from the State and the market, doubts whether to endorse this «pollination» of the rest of the economy, or fear its «dilution» by ordinary companies and regulation. A topographical observation of the field detects different attitudes according to membership to the Social or Solidarity Economy, and depending on the political integration, history, economic weight and ideology of those companies, associated in representative structures. The same occurs with specialized interventions, be academics or unions, and generalist ones, such as politicians and journalists. The SSE, more than a world apart, belongs to a global dynamic of search and preservation of distinction, extensible to other areas, with examples to be developed, like the Basque «inclusiveparticipatory company model», or «companies participated by workers».
