In 1521 negotiations were held to re-establish peace in Europe, broken by the open war between Francis I and Charles V. England acted as mediator through Cardinal Wolsey. French and imperialists
accused each other of breaching the treaties. Francis justified its support of the enemies of Charles V as he
considered the emperor himself had breached the Treaty of Noyon. Charles V urged England to support him
under the Treaty of London. Navarre proved to be the main point of friction.
