This paper addresses the development of cohesion in the European Union. The recognition of inequalities between different European regions led, from the early years of the integration project, to the need for a policy aimed at reducing differences. That is how the economic and social cohesion policy emerged, whose final cog is the current notion of European territorial cooperation, which
seeks to solve cross-border problems and jointly develop the potential of the different territories.
