The consolidation of the European project has boosted cross-border cooperation, transforming borders into spaces of opportunity. The European Grouping of Territorial Cooperation (EGTC) of the New Aquitaine-BasqueNavarre Eurorregion exemplifies this evolution towards models of multi-level governance and territorial integration. This article analyses the legal and institutional foundations that support it, its organisational configuration, and its 2021–2027 Strategic Plan. It also looks at financing and territorial stimulation as key pillars for sustainable development and social cohesion in the current European context.
