Abstract

In 1911, the Basque National Party (PNV) created its own trade union opposing the General Workers Union (UGT), mainly immigrants of other Spanish regions. During the Franco dictatorship, ELA-STV gave up origin distinctions; it split away from its own exiled direction as Basque Socialist Movement. When democracy came back, it became the main Basque trade union but failed to create its own political party.
