1911: bureaucratic incompatibilities on caciquism background in the Diputacion of Gipuzkoa

Abstract
The relationship between technicians and politicians have often been controversial. The resignation of Henri Delaire and the secret process opened against León Olalquiaga in 1911 are two clear examples of these conflicts that happened between both politicians and techinicans. The two incidents that have just been mentioned took place in the Committee of Agriculture inside the Diputación of Gipuzkoa and show us the fight between institutions and people with a background of caciquism.
