Abstract

The Island of Cuba was the last great colony of Spain in America. In the year 1898 Spain was defeated by the United States, with the loss of that territory of Overseas. From 1899, the Spanish elites of the former colony, the North American elites and the autochthonous Cuban elites had to realize a political agreement to support the new State and to accelerate the modernization of the Island. In this situation it would perform great importance the Government of Mario García Menocal (1913-1921), under supervision of Washington. During this period, Cuba experienced a great growth, but with serious social and political problems.
