Abstract

This article places the electoral reform proposals that emerged from the Ministry of Home Affairs between 1957 and 1973 within the framework of the dispute between the General Secretariat of the Movement and the Presidency of the Government during that period. Based on unpublished documents from the General Archive of the Administration and the Archive of the Ministry of Home Affairs, the paper reaches three conclusions. All of them contained some of the main ideas on which the strategies of each of the two groups revolved. Finally, none of them succeeded. In some cases, because of the authorities' fear that any minimal reform would open the way for political parties. In others because they were not the result of a compromise between all the groups involved.
