The Declaration of Barcelona between Utopia and Reality: the Association process ten years later

Abstract
They have passed ten years from the first Declaration of Barcelona in 1995 and the majority of the questions raised in that summit have not been solved yet: is it possible to find a way of economic convergence between the south and the north of the Mediterranean countries?, has it been able to decrease the social fracture between both shores?, are we nearby to obtain a mutual understanding between the mediterranean cultures? The conclusion of this text is to propose a general balance sheet of the ten first years of the partnerships and keep awake some of the keys for the success of the cooperation.
