Abstract

Ten years after the Star of the euromediterranean process, the results show little progress. The text of the Declaraction of Barcelona meant a significant achievement because it tackled the relations between Europe and the South Mediterranean countries as a global issue and not only from an economic perspective. This new perspective stated that the best way to stabilize a world region was not only to back the liberal economic reform but also to help in the development of civil societies and to open up cultural meeting points.
