Abstract

In Spain the ideas of the reformer minorities propel and develop the social politics from the ending of 19th century. Their shape is slow and the state concept change influenced by the social and economic evolution in interaction with the different social agents. In the early two decades of the 20th century, the original ideas change, going from the tutelary state, responsible for the public health as a sign of philanthropy, to the state that take over in labour relations, specially after the First World War: the end of the pattern, based on the harmonic integration of managers and workers, proposed by the «Restauración» will be closely connected with the political and social crisis of 1917-1923.
