Abstract

This comparative study beetween Bordeaux and Bilbao tries to analyse how the process of innovation had effect upon the institutional framework and how these new configurations checked or accelerated the process. In the two cities there were municipalisation of technical utilities. As early as 1885 gasworks were municipalised in Bilbao, but electrification was leading by a big private company. In Bordeaux, the City Council decided to buy both gas and electricity networks, but only in 1919.
