Abstract
The liberal centralist ideology enshrined in the constitutions resulted in the hierarchical control of the government over the Provincial Councils and City Councils. In Navarre, the law of 1841 granted it to the Provincial Council. The municipal autonomy of the Statute of Calvo Sotelo contradicted the existing regime in Navarre, which was maintained by the RD-L of 1925, developing an autonomy subordinated to the hierarchical one and exercised by the Provincial Council by means of regulations and general agreements, authorizations, approvals, penalties and delegated jurisdiction heard on appeal.
