Abstract
This study covers elements related to the concept of shared sovereignty, examined within the context of the proposed reform of the Statute of Gernika. In it, we carry out a theoretical and practical reflection on the Basque Government that was led by the Lehendakari (President of the Basque Government) Ibarretxe, who put forward this proposal for statutory reform. We also examine some of the problems that persist today in the constitutional and European legal plan.
