Abstract
The first Basque Government was created at the outbreak of the Civil War in 1936, despite the fact that the enemy occupied most of the country. The Government embarked on the commendable task of rebuilding national identity, which was ultimately aborted following the military defeat. This article describes that adventure, paying particular attention to the regulations and administrative documents published by the Basque Government.
