Abstract

Studying treaties and diplomacy in the history of a diverse, heterogeneous, changing, and multi-level Vasconia requires certain prior theoretical reflections. This text examines the conditions that make possible such a history by reviewing some debates surrounding the history of international law prior to the emergence of the State. The use of the concepts of treaty and diplomacy as they pertain to non-statehood is also reflected upon. Finally, the division of the history of Vasconia into different periods is proposed, adopting the evolution of the treaty and diplomacy as its core.
