Abstract
The free trade of Gipuzkoa, regulated by law, was altered in times of war with France. Letters of marque brought about great uncertainty in trade among the populations of countries at war beyond their own borders, as the English, Dutch, and Ostenders intervened. To ensure the supply of provisions and other essential goods, the Conversa treaties —or “treaties of good correspondence”— arose, agreed upon in conferences between Gipuzkoa, Bayonne, and Labourd, with prior permission
and subsequent confirmation from their kings
