Abstract

Cross-border and interregional cooperation within the European Union was embodied in protocols and working communities. The Pyrenees Working Community between the French and Spanish regions was the benchmark for the one signed by Aquitaine and the Basque Country in 1990, to which Navarre joined in 1992. Navarre decided to secede in 2000, signing a bilateral agreement with Aquitaine. In 2009, the «New Aquitaine/Euskadi Euroregion» was created, to which Navarre joined in 2016
