Abstract
To achieve the construction of the Mexican national state, the pardon became a mechanism to deactivate, in favor of a certain political cause, theeffects of the constant uprisings, riots and military pronouncements. The objective of this work is focused on exploring the way in which a legalframework was created in order to regulate this resource, whose implementation was not easy due to the demand that the executive power had tonegotiate with different actors.
