Abstract
In the last decades of the XIX century, the rising urban society in Bilbao was manifested through a dynamic economic growth, a big demographic increase and a territorial extension of the city. Nevertheless, the way that public services (water, dumping, health, housing), the most basic ones, were established and extended was so slow, until the end of the last decade of the xx century. Bilbao had not public services available according to the population and to the standards of modernity that were imposed.
