Abstract
After analysing the gaps and limitations of the principle of equality both in form and in reality, as well as the situation of gender discrimination that has been nourished for many centuries, the author introduces the concept of gender mainstreaming as the new, essential means for eliminating women's discrimination. As a result of this new viewpoint, some changes need to be made in the normative process; i.e., in the process of establishing measures and laws aimed at developing public policies. Such changes are being carried out by the European Community itself. In fact, nowadays gender mainstreaming and positive action are the two essential tools within the European Community for eliminating gender discrimination.
