Abstract

The change from the Industrial Society into the Knowledge-based Society brought not only a deep transformation of the production systems, the economy and society in general, but also a considerable increase of inequalities. The analysis of the social and working reality of the Gypsies in Spain and Europe during that period shows that, as some other minorities, they are also in a situation of special vulnerability and abandonment. Instead of taking measures against their marginal situation, the government implemented policies of unification and assimilation that helped but accentuate it. From the mid-nineties, this tendency started to take the opposite direction. As a result, the Information Society for All became a common objective for the administrations, as well as for the citizens. This is precisely the line that most of the political orientations follow now in the European Union, since they promote measures for the inclusion of the Gypsies and other social groups which traditionally have been excluded from the labour market.
