La protección social de las personas en situación de dependencia

Abstract
As a result of the ageing population there is an ever bigger challenge to be faced in economic and health care terms in providing the care needed by people who are more or less unable to fend for themselves. No dependence insurance as such exists in state aid in Spain as a mechanism for providing such protection, and this lack means that it is the families of dependent persons who bear most of the burden of care in terms of time and the hiring of specialist help, and the cost of residential or home care. The action of the regional autonomous and municipal authorities (mainly through home help programmes) is based on subsidies outside the social security system: they act only when the family refuse to do so, give up or cannot be found, and even then always in relation to the wealth of the beneficiary. This paper seeks to provide a possible configuration for a dependence insurance scheme, and suggests various ways of implementing it, with special attention to action by the regional autonomous communities to protect dependent persons.
