Abstract

During the 80s, new strategies were started up in both England and Wales for regional and urban revitalisation, more especifically, as a means of softening the effects of the economic crisis that had severely hitted this old, industrialized region. Those strategies were based on two principles: on the one hand, the liberalization principle entailed that the private sector could also plan and carry out the revitalisation projects; on the other hand, by the «deregulation» principle certain obstacles disappeared in the use of the land. As a result, the control of local authorities over planning decreased and the creation of half-public institutions was favoured. However, during that period those new strategies were still under transition and were used as a means of easing the change.
