Abstract

The objective of this study is to analyse the reasons for the differences in unemployment rates within the European Union, based on the different explanatory models. We will attempt to disprove the dominant interpretation which attributes the best employment results to market flexibility. The priority placed on moderating salaries, added to an excessive capital-work substitution, has forced employment downwards, except in a few small countries which have not put into practice hard line salary control policies. The principal result of this work is to show that differences in economic growth can best explain the variations in unemployment rates.
