Abstract
In Europe, the field of work and research into the evaluation of public action is experiencing a slow, but positive, evolution. Appraising the impact of interventions designed by the public administration, knowing the efficacy and efficiency of the different political options, and understanding their consequences are all subjects of increasing concern among public management agents. As far as structural policy is concerned, the extent to which evaluation has developed is largely a result of the interest in the activity demonstrated by the European Commission and of the pressure exerted on Member States to make evaluation part of their regional development programmes. This article specifically examines the role of the European Commission in the field of evaluation and its important and decisive contribution to spreading the culture of evaluation throughout Europe.
