Abstract
The intense trade globalisation, the growing economies inter-relation and the strong inter-dependence of economy agents have provoked a modification in competence conditions, which have made enterprise organisations and regional authorities assume new challenges. Within this context, regional policies have had a growing protagonism during the last decade for having supported Regional Innovation Systems and promoting learning processes which ensure economies competitive and innovation advantages. In many European regions a great number innovation generating organisations can be found, among which interactive communication and co-operation to spread and transmit technological and scientific knowledge is on. The objective of this work is to analyse how two neighbour regions which are strongly historically related and have common characteristics, BAR and Navarre, have developed different innovation systems
