Freedom of Transit and International Authorities in the Early Years of the League of Nations

Abstract

The League of Nations resorted to the term transit as a sort of spatial metaphor -linked to movement and free circulation- that sought to reinforce the new international authority. This article explores how the League used the idea of transit in the first half of the 1920s in order to build a space of international authority, beyond territorial sovereignty. By doing so, League’s experts aimed to present the organization as the defender of freedom of movement of people and goods, one of the keys to cooperation and international peace, according to the promoters of the new international order begun in 1919. The article also deals with the limits that quickly emerged for the experts of the League to build its authority on the principles of transit and freedom of movement.
