Abstract

Owing to the adaptation of university teaching to the European Higher Education Area (EHEA), a renewal process has been getting underway of the entire university system and, as a result, of the current studies and qualifications that have hitherto been available – this turning out to be a radical change. Moreover, to this change in studies should be added the enactment in 2007 of the Civil Service Basic Statute (EBEP), which governs the working conditions of employees working in Public Administration and which to a certain extent foresees the change in studies and new qualifications required for access to employment in the civil service. For all the aforementioned reasons, it would seem reasonable to review how these are dealt with by the laws governing the civil service which are currently in force - i.e. those on a state and regional level and the new Civil Service Basic Statute and, in turn, their implications with the European Higher Education Area in terms of the Bologna Declaration, the integration of the Spanish University System into the EHEA and, lastly, the regulations governing this matter with regard to access to public employment pursuant to the EBEP.
