Abstract
In a situation of economic crisis is common to find high unemployment and strong requirements for access to social assistance to those who are most in need. International Organizations such as the World Bank, the International Labour Organization and the European Parliament have proposed to design an economic universal assignment inside a non-contributory protection floor called «zero pillar». Nowadays, the International Labour Office recommends establishing a floor level of social protection that gives coverage to the whole population in order to relieve the poverty, the vulnerability and the social exclusion.
The aim of this paper is, on the one hand, to revise the concept of Basic Income and its precursors during the different social protection models such as Welfare and Workfare. And on the other hand, to propose a new concept called Basic Social Protection Benefit to cover the basic needs of all citizens and based on an economic universal assignment and taking on board not only their own personal situation, but also demographic and economic situation of the country.
