Abstract
From the time of its origins, European construction has taken the form of a social dimension whose content and tools have not ceased to expand. This social dimension comprises a body of legislative and contractual rules as well as more flexible and informal mechanisms. Community social construction is also extremely singular with regard to Member States. To the extent to which European workers' and employers' representatives derive from national trade unions, they find themselves still in an organisation phase and are trying to strengthen their legitimacy and organise their relations. Regulatory areas are still not well-defined and their aims remain indeterminate. As far as procedures and tools are concerned, the plurality noted within Member States is insignificant compared to the creativity which European institutions and leading players boast. Certain means of regulation are gradually being established which are in line with the objectives set out by the European Union and its institutional and regulatory diversity.
