Abstract
Supplementary welfare provisions must spread to all sectors of the population, not just those who have the capability to save. Such a generalisation is possible if sectoral collective bargaining agreements are implemented in the field of supplementary welfare provisions. Government support is needed in the process and design of supplementary provisions suited to the needs and purposes of the population.
GEROA EPSV was set up in Gipuzkoa in 1996 via an agreement between employers and trade unions as an instrument based on collective bargaining that will in future allow state pensions to be supplemented by up to 20%. More than 140,000 employees at 8,000 firms in Gipuzkoa are now contributing to GEROA EPSV. Since January 2001 GEROA EPSV has been concentrating on supplementing invalidity benefits and benefits payable following the death of active members.
