Abstract
In this article we examine, firstly, the peculiarities of the formation of a juridical concept of moral harassment or mobbing, going on later to analyse the possibilities of action for the Work and Social Security Inspectorate in the field of the control of the legality of labour relations, safety and health at work and social security, and also the forms the acts of the Inspectorate may acquire, either with the setting in motion of sanction-imposing administrative proceedings, a summons or warning or with a proposal for mediation in labour conflicts. We should point out that the study was carried out before the issue by the Head Offices of the Work and Social Security Inspectorate of its Technical Criterion 34/2003 regarding this matter and that the opinions expressed in the article differ from those in this Letter.
