The promotion of the entrepreneurial culture and the support to new companies creation conform one of main pillars of the European employment policy. There are many entities in Bizkaia, working to develop entrepreneurial spirit and new projects throughout the population. The performance of these entities has helped to reduce unemployment rates and to the local socio-economic reactivation, which was strongly affected by the industrial revamping that took place after the middle seventies crisis. The goal of this article is showing good employment practices of several Public Institutions and other organizations that work as promoters of the entrepreneurial spirit, and as creators of new ideas. This study also tries to identify some factors and elements that might help to these Institutions´ activities improvement.
