Abstract
A new political regime emerged from the municipal elections of 14th April 1931: the 2nd Republic. From the very beginning, the consequences of this political change were significant in all areas of society particularly because Republican leaders tried very hard to erase all signs of the monarchy. In the field of education, Republicans wanted to instil a new system based on liberal ideas. The Republicans weaved this new model into the roots of society, as they considered an appropriate education system was essential to guarantee democracy. How did the Republicans believe that it would guarantee democracy? By children receiving education from a very young age which allowed them to be a free and committed citizen. The Republicans won the municipal elections on 14th April 1931 and from the very start they tried to apply the Republic's ideological principles. As a consequence of this, the first steps taken in Bilbao city council were aimed at resolving the serious teaching problem in this town, based on new pedagogy of the time. This article analyses these changes' first steps.
