Abstract

Communication policies have conditioned and guided the development and the form taken by the different systems of national media. In broad terms, the general interest directed the intervention of the State over the course of the XIX and XX centuries. The different transformations that have occurred in the last two decades have created a crisis in the traditional role assumed by the State until the end of the XX century. Facing this situation, the emergent values associated with pluralism and transparency, cultural diversity and creativity, economic and technological development and social welfare must form the hard nucleus of renovated and integrated policies.
