Abstract
Between 2002 and 2007, the Government of Euskadi designed and implemented a set of communication policies aimed at introducing DTT in its territory and that led to the terrestrial television map which would face the analogical switch-off. This article focuses on the description and analysis of regional policies that defined this new map. Political analysis is not limited to description, but suggests interpretative keys to understanding the Goverment of Vitoria–Gasteiz's decissions.
