An "apartheid" in the heads? Genocide as inherited identity

Abstract
Genocide is several things at the same time: 1) a crime codified in the United Nations Convention of 1948; 2) an analytical term developed by scholars in different disciplines; and, 3) a vernacularized concept adopted, inhabited and deployed in various ways by individuals, groups of victims and political actors. In the uses of the term nestles a paradox that I intend to unravel in this article. On the one hand, it allows those who suffered violence to recognize, name and understand themselves as part of a common history. It facilitates the visibility and articulation of demands for justice and reparation to the group that has been the object of persecution. On the other, to the extent that the crime of genocide necessarily entails the designation of a perpetrator group and a victim group, its memory naturalizes and perpetuates in time the arbitrary demarcations created or exacerbated by the ideologues and executors of violence (for example: «Germans» and «Jews,» «Hutus» and «Tutsis,» Serbs» and «Bosnians»). This essay introduces the history of the concept and explores its effects on subjectivities, intergenerational transmission and inter-group relations.
