El papel de los sistemas de garantía de ingresos en el abordaje de la pobreza en el empleo: la experiencia del País Vasco

Abstract
As a consequence of the increase in the number of poor workers, several European countries have changed their income support systems in recent years to simplify compatibility between welfare benefits and employment income. Far from being a secondary or a minor objective, the idea that it is necessary to make earning low pay conceptually and administratively compatible with recourse to the income support system has been at the centre of a new generation of minimum income architecture in Europe. On the one hand this article describes the reforms in this direction in France and the United Kingdom, while on the other it assesses the impact of the system to boost employment implemented within the framework of income support in the Basque Country. According to this analysis, even with the limitations introduced in recent years, this structure has managed to significantly reduce the phenomenon of in-work poverty among the population associated with the labour market in the Basque Country, without dragging salaries down and achieving greater access to benefits than that recorded in countries that have devoted more resources to benefits of this kind.
