Abstract

Working from the collaboration between different UPV/EHU departments and the Vitoria-Gasteiz city council, the 2006-07 academic year saw the beginning of the project entitled ««Vitoria-Gasteiz as an educating city». One of the tasks has been to analyse innovating educational experiences in other similar educating cities which echo our current situation, framing this article. For us, it is a matter of approaching the concept and the key ideas of educating cities by means of the three dimensions proposed by Trilla, the definition and documentation by AICE (International Association of Educating Cities) and the BDCE (Educating Cities Document Bank). This will later become a step towards the strategic framework in which cities attempt to become educators. Each city draws up and develops educator property by means of the City Educational Projects (PEC). PEC is a social-political tool which essentially involves citizen participation. Setting it up requires some minimum prior conditions both from the local authority and from the community and involves following some guidelines.
