Abstract
The Telecommunications Act, passed in 1996, establishes the necessity to look over, each two years, the rules and marks a new period of radio and broadcasting regulation in the USA. This paper tries to characterise the work of FCC in the USA radio and broadcasting industry, since that law, and specially, since the revision of 2002, which was stopped by the Courts, in the Prometheus case. This paper studies the definition of diversity underlying in the FCC intervention, and also in the work of the courts and the increasing influence of the civil society.
