Abstract
Working from a joint project involving different UPV/EHU departments and the Vitoria-Gasteiz City Council DME (Municipal Education Department), the 2006-07 academic year saw the beginning of the project entitled «Vitoria-Gasteiz as an educating city». One of the project's tasks has been to analyse innovating educational experiences in other similar educating cities which echo our current situation. This article will analyse this aspect. As the article progresses, it firstly tackles the concept and the key ideas of educating cities using the three dimensions proposed by Trilla, and the definition and documentation from AICE (International Association of Educating Cities) and the BDCE (Educating Cities Document Bank). This will later become a step towards the strategic framework in which the cities attempt to become educators. Each city draws up, articulates and develops educating property using the City Educational Projects (CEP). The CEP is a tool which articulates the social, political and citizen participation dimension. The latter is an essential condition to develop the CEP. Finally, some outlines are provided concerning drawing up the CEP which requires a few minimal conditions and a sequence of decisions and prior actions both from local administration and the community.
