About the Journal

Aims and scope

The journal Veleia is an open-access journal in print and digital format. It is published once a year, and is interdisciplinary in nature, covering the fields of prehistory, archaeology, ancient history, epigraphy, Indo-European and Palaeo-Hispanic linguistics and classical philology, both Greek and Latin.

Veleia is a journal linked to the Instituto de Ciencias de la Antigüedad / Antzinaroko Zientzien Institutua (ICA/AZI), a research institute of the University of the Basque Country (UPV/EHU) dedicated to research and higher education in the field of Antiquity and its reception in the modern world. The ICA/AZI seeks the cultivation, development and defence of all those areas of scientific knowledge whose scope is encompassed by the broad concept of Antiquity. Of special interest is the study of the Basque Country in Antiquity, due to its particuar cultural and social relevance.

The journal publishes previously unpublished and original research, respecting the codes of editorial ethics, and is aimed primarily at specialists and scholars interested in the historical, archaeological, linguistic or philological aspects of the ancient world, as well as prehistory. In addition, the journal encourages the publication of specific monographs, which make a significant contribution to a specific topic. In this way, the breadth of the areas covered is balanced with a focus on specific issues.

The journal Veleia works in collaboration with the authors, reviewers and members of the Editorial Board and the Advisory Board to obtain a publication of quality and prestige, but also responsible in terms of research, according to the principles derived from the lines proposed by the Committee on Publication Ethics (COPE) and other International Associations. In other aspects, such as data protection, the journal complies with the general regulations and always acts with the utmost transparency.

The journal Veleia is published on a regular basis and selects its contents with a double- blind peer review and has experts from different universities on its Editorial Board. In order to achieve greater visibility and facilitate access to science, it publishes in open access and allows authors to host their work in personal repositories, even in a pre-print version, once the article has been accepted.

In short, the journal Veleia aims to contribute to the knowledge of the ancient world in its multiple dimensions with quality, rigour and accessibility

Authors

Authors wishing to publish in Veleia should send their texts following the instructions of the Journal. No payment of any kind is required. Texts submitted for publication must be based on unpublished and original research, without the manipulation of data or attempts at falsification, and must respect the codes of editorial ethics. Therefore, submissions that have been copied (totally or partially), manipulated or falsified will not be accepted. Any of these practices will be considered scientific fraud. Papers that have been simultaneously submitted to other publications prior to the notification of rejection or voluntary withdrawal will not be accepted unless they are substantial modifications of previous texts, which will always be duly informed.

Authors are required to have made a significant contribution to the material presented in the text. Authors must also declare in advance any conflicts of interest that may exist. In addition, the author is obliged to follow the blind peer review process used by the Journal, and to carry out the revisions suggested by the reviewers.

Authors' access to their articles

Authors of articles (whether research articles, news articles, news items or reviews) will be able to access their own work on the Journal's website and have control over the dissemination of the originals. Articles are subject to a Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 International license (CC-BY-NC-ND). Authors will be able to put them in their personal repositories and will also have the possibility of pre-print dissemination of articles accepted for publication.

The Editor

The Editor and the entire Editorial Board will show their impartiality when handling the texts sent to the Journal's secretary. Under no circumstances will they use confidential information (data or interpretations) contained in unpublished works for their own benefit, either in whole or in part, without the prior consent of the author.

The Editor also undertakes to maintain the anonymity of both authors and reviewers, and will offer the right of reply to authors who receive a negative review.

Reviewers and the review process

Articles submitted to the journal must be original and not previously published. They must not be in the process of being evaluated by any other journal. Each text received is initially evaluated by the Editorial Committee, which checks that the minimum requirements in terms of content and form are met. Once this phase has been completed, articles are sent to external reviewers for evaluation.

Reviewers are selected on the basis of their professional background and expertise in each of the topics covered by the journal. When receiving manuscripts, they are required to indicate their availability to prepare the report. If so, they must comply as far as possible with the deadlines for delivery of the requested reports and the journal's evaluation system, so as to ensure efficient management of the articles submitted to the journal.

Evaluation is carried out according to the blind peer review model, making it anonymous and confidential for authors and reviewers. After the evaluation of the original manuscripts by the Editorial Committee, they are sent to two external reviewers (from a different institution to the author and not a member of the journal’s editorial staff) who will issue their report anonymously. At the time of evaluation, reviewers should take into account the editorial policy on malpractice and should follow the recommendations of the journal. Reviewers should reject evaluation proposals if they do not consider themselves qualified in the subject matter or if there is a conflict of interest. Regarding the review process, the reviewers will consider the relevance of the contribution, its originality, the correct structuring of the text and its formal composition, and its bibliography. After this, they will issue a report in which they will reflect their reasoned decision, as well as their proposals for improvement (regarding content, form or bibliography). If both reports are negative, the article will be rejected. If both reports are positive, the article will be accepted. If there is disagreement between the reviewers, the journal's management reserves the right to request new reviews to clarify any doubts as to whether or not the article should be published.

The journal periodically publishes the list of its reviewers, which can be consulted in the section ‘About > List of reviewers’.

Conflicts of interest

All participants in the process of creating, evaluating and publishing a scientific text (authors, reviewers and editors) must avoid any commercial (competitive or collaborative connections) or personal relationship that may influence the results or review of a study. The author should also report all sources of funding for their work. In the case that an article is accepted for publication, this information will be included in the text.

Originality and plagiarism

Plagiarism, in any of its manifestations, will be considered a breach of ethics and will be sanctioned. This means that no part of the text will have been previously published, neither by the author nor by any other person. Irrespective of the Journal's plagiarism detection software, the author is obliged to report any serious errors in the text, so that they can be corrected or removed. They must also comply with the research standards regarding the possibility of:

-scientific discussion, which implies acknowledgement of the authorship of other people.

-confirmation or refutation of interpretations.

Malpractice

In relation to plagiarism or conflicts of interest, any of those involved in the editing process of the articles:

-shall not encourage or permit any misconduct.

-shall seek to prevent and report any identified misconduct.

In any case, if malpractice occurs, Veleia's Editor, in close contact with the Editorial Board, is responsible for resolving the problem:

-making all the necessary enquiries.

-preserving all relevant documents (manuscripts and evaluation reports).

-contacting the author and giving him or her the opportunity to argue what he or she deems necessary.

-correcting, where necessary, errors that may result from simple human error.

-considering the total withdrawal of a publication or the partial correction of a text that is the result of malpractice.

Actions against malpractice

Prior to the publication of an article in its final form, a text that is guilty of malpractice may be withdrawn, either on the author's initiative or by the Journal's editors.

If the malpractice affects only part of the text, it may be corrected or rectified during the editing process.

If malpractice is detected when the article is already published, an erratum with the corrected version agreed upon by the Editor and the author will later be published.

If the malpractice affects the entirety of an article, in addition to the corresponding rectification through an erratum, the link to the work in the electronic version will remain available, but will be clearly and unequivocally identified as retracted, so as to distinguish it from other corrections or comments.

In any case, Veleia’s editorship reserves the right to report any type of malpractice detected and to initiate any legal action deemed appropriate to preserve the Journal’s good name and thus guarantee the publication process of scientific papers.

Periodicity

The journal is committed to publishing an annual issue in the first quarter of the year with the contents relating to the current year, but originals may be sent to the secretary at any time during the year. In the event that the current issue is full and cannot accept any more texts, authors will be duly informed that, if they wish their article to be included in the evaluation process, they will have to wait for the next issue.

Old issues

The Journal is managed on the OJS platform which allows all texts to be consulted on the website. However, the editorship has opted to continue with its paper edition so that there is the possibility of traditional storage in libraries.

All old issues published prior to the digital management of Veleia have also been made available to readers on the website.

Accessibility

The journal Veleia follows an open access policy and provides free access to its contents from the moment of publication. Since the author assigns his/her rights to the UPV/EHU, the journal's editor may disseminate its contents through the databases or repositories he/she considers appropriate.

On the other hand, authors are also encouraged to include their articles in their personal repositories and are even allowed to disseminate a pre-print version of their article already accepted for publication.

The contents of the digital version are disseminated under the “Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 International License”.

In short, this is an open access journal and users are allowed to read, download, copy, distribute, print, search, or link to the full texts of the  articles, or use them for any other lawful purpose, without asking prior permission from the publisher or the author.

Interoperability protocols

The journal Veleia incorporates OAI-PMH (Open Archives Initiative - Protocol for Metadata Harvesting) interoperability protocols that allow its contents to be accessible and harvested by other distribution systems and other portals and information services.

Protocol: OAI-PMH Version 2.0

Digital preservation policies

This journal guarantees the digital preservation of its content by means of backup copies and the use of DOI. Veleia is also part of the Public Knowledge Project's Private LOCKSS Network (PKP-PLN: https://pkp.sfu.ca/pkp-pn/), which offers decentralised preservation among collaborating libraries, with permanent distribution and access to the original authentic version of the content in the event that the journal ceases publication or online presence.

Sources of funding

The journal Veleia is grateful for the financial support it receives annually from the Vitoria-Gasteiz City Council and from its subscribers, which to a large extent allows it to continue with its annual paper edition. It is also grateful for the institutional support of the UPV/EHU and guarantees the independence and objectivity of the publishing process.
