When crisis becomes catastrophe, and catastrophe becomes ecocide. Morality, interest, and accountability in water management in Sierras Chicas, Córdoba, Argentina

Abstract
From a social anthropological perspective, in this article, we examine moral dynamics of accountability in a context characterized by a water shortage crisis and subsequent flooding in the Sierras Chicas region of the province of Córdoba, Argentina. Based on the actors’ point of view, we analyze how the ways of establishing accountability changed over time. From a problem that involved initially saving water as a set of actions that expressed a shared responsibility in an equivalent manner, the crisis and catastrophe were eventually explained as the result of a deterioration of the watersheds’ capacity to regulate the hydrological cycle. In this context, those responsible could be clearly identified in terms of their environmentally destructive activities. The analysis allowed us to conclude that crises and catastrophes involve not only the establishment of moral responsibilities, that is, in terms of the desirability and obligation of courses of action, but also a tension around the very definition of what is desirable and obligatory in relation to positive or negative assessment of antagonistic projects of society.
