Abstract

The Government and the justice in the ports of the Hispanic Monarchy were exercised for centuries by different authorities without following a uniform model in all ports. This reality changed in the eighteenth century when the Spanish Monarchy launched a fourfold policy aimed at having an accurate knowledge of the ports and nearby areas, to militarize the government of these spaces, to standardize the legal regime of port management in all parts of the Monarchy and to centralize the responsibility of this administration in an official who ended up being the harbour-master.
