Abstract

The article presents an overview of the Special Education approach in the Recommendations pre-pared and published by the International Conference on Public Education, later called International Conference on Education, under the sponsorship of the International Bureau of Education (IBE), in Geneva, during the period of Jean Piaget's direction (1929-1967). It identifies when the theme of Special Education was introduced in the IBE plenary sessions, later UNESCO-IBE, and which proposals and practices were recommended. The article emphasizes phenomena and processes such as the “institutionalization of the international”, the “internationalization of education” and the “circulation of knowledge”.
